Михаэля Стокке на вопрос, что ему известно об этом штрафном лагере. Привожу его письмо:
It is a camp near a road from Tårnet to Parkkina. Built between 1942-1944, a Norwegian says. It is miltary area now. It is only open for cars between June and October.
Here is the map in Google where Tårnet is, northeast of Kirkenes. The road in white going south to the border and down to Pechenga/Parkkina.

It is 25 km down that road that the camp is, I am not sure exactly where. It is nearer the border, I think. I have a document from the Norwegian War Cemetary Service. In 1949 they found 76 bodies in that area and moved them to Elvenes-burialsite in Kirkenes. 8 got Stalagnr, the rest were unknown. The report from 1949 says that there was a pow-camp 16 km from Tårnet against the border. Some of the cards marked Sonderlager says that they first worked at 16,5 km, so there was actually two camps along that road as they worked their way to Russia. So there died Soviet pow at both sites. The camp were a Sonder-lager, that means a punishment camp for Soviet pow. No more info about that camp, I am sorry. But you can see that they worked on 16,5 km in January, so many have been there a long time. But then there should have been cards from 1942. Only one of the 38 at Obd- died in 1943, in October. Almost all the others died in July and August 1944.
You may check the 8 Stalag-numbers. The nr are all Stalag 309. I searched at Obd now.

То есть он пишет, что штрафных лагеря было по-видимому два: на 16,5 км дороги и на 25-ом км. В ОБД определяются 38 человек, захороненных на кладбище вблизи штрафного лагеря на 25-ом км. Точное местонахождение лагеря ему неизвестно. Но он располагает документом норвежского кладбищенского бюро военных захоронений, в котором говорится, что в 1949 году в этой местности было найдено 76 останков, которые перенесли и перезахоронили на мемориале Элвенес в Киркенес. У восьми останков были найдены жетоны, их номера:
