The POW Camp Handbook – an introduction and a
glossary
In 1942, there were an estimated total of 3350 labour sites for Soviet
prisoners of war in Finland and in territories occupied by the Finns. At the
time, there were only a few camps that had more than a thousand inmates,
and about ten camps housing hundreds of prisoners. There were about a
hundred sub-camps which had fewer prisoners, and over 3000 work sites,
not counting the areas of placement of POWs involved in agricultural work.
In addition, POW camps from the Winter War, civilian internment camps
during the Continuation War, and in the fall of 1944 the camps for German
POWs were active in Finland during the war years. This handbook provides
the essential data on all of these camps.
Due to the use of Soviet POWs at work sites and as agricultural labourers,
many Finns came, especially during the Continuation War, into contact with
prisoners of war. In the actual areas where the POW camps where located,
some of the local populace was included in the operation of these camps.
The camp officials supplied POW labour to the production facilities in the
area, and POWs were often transferred from one place to another.
Soviet POWs have thus left numerous imprints on the memories and minds
of their contemporaries, and many members of local communities have
been interested in the lives and fates of the Soviet POWs who lived in their
areas. Nevertheless, POW camps and work sites were temporary
phenomena, and during the war years, the military- and camp officials did
not want any wider publicity concerning them. To the contrary, camp
officials actually tried to restrict the access of both journalists and private
citizens to information concerning the POW camps and the living conditions
of the POWs. Unnecessary interaction by citizens with POWs became,
according to a decree that came into force in May 1942 (397/1942), a
crime. A person guilty of this offence could be charged with fines, or six
months’ imprisonment. In 1943, even harsher penalties were set (decrees
97 and 370/1943), that made it possible to sentence the offender to up to
four years in prison. In practice, the line between necessary and
unnecessary interaction was vague and ill-defined, because at least
thousands of POWs were at any given moment working both in agricultural
labour and with private employers, where the enforcement of these laws
was impossible.
It is hard for those interested in POW camps and the living conditions of
POWs to find information from the war years due to a lack of basic
information on the camps, and the fact that the location of the archives is

not common knowledge. The purpose of this Handbook is to offer the
reader a handy way to acquire basic information on the POW camps and
their sub-camps, with the preserved archives concerning them. In addition,
the Handbook also provides a general overview of the POW camps.
It is possible, through the basic information in this Handbook, to carry out
more extensive and detailed research on POW camps in individual areas,
because one can now find the basic information on the camps and the
archives concerning them without the onerous research that this entailed in
the past. In addition, the Handbook can be easily combined with the
databases on the POWs and civilian prisoners who died during the Second
World War in Finland hosted at:

the information gathered in this Handbook. A part of the data laid out below
concerns elementary issues such as quantities of POWs, dates, places,
names, etc. This information can be easily used by the English-speaking
reader, as the Finnish terms for the various categories and entries have
been translated into English in the enclosed glossary.
